if the remote_login_passwordfile is set to NONE ,you can not use password file .
add the os user to DBA group (windows is ora_dba group) , if use windows or nt ,plz modify the the file sqlnet.ora
SQLNET.AUTHENTICATION_SERVICES= (NTS)
